This circular is a copy of UNISON's interim submission to the National Offender Management Review of the ïFuture Shape of Probation Services'. The submission sets out UNISONÍs view that Probation should be accountable to the communities it serves, locally delivered, efficient and effective without privatisation and allowed to make its own decisions about competition and procurement.
