NJC Pay 2012-13: The Employers' refuse to go to arbitration

Formal response from Employers to our request for arbitration in which the employers state their appreciation for "the hard work and commitment of the local government workforce" and understand that a third year of frozen pay will come as a "disappointment" to our members.
